After final inspection and a determination that the building or structure complies with the provisions of this Code and other laws which are enforced by the code enforcement agency, the administrative authority shall issue a certificate of occupancy, as provided in Chapter 12, Building Code, Kaua'i County Code, 1987, as amended.
