No person shall install or relocate any factory built housing structure or trailer home on any land within the County of Kaua'i which requires electrical work or cause the same to be done, without first obtaining a separate electrical permit or such building or structure from the administrative authority.All such work shall comply to all requirements set forth in this Code, and any material, method of construction or work not specifically prescribed by this Code may be authorized by the administrative authority.The administrative authority may approve any such work, provided he or she finds that the proposed design is satisfactory and complies with the provisions of this Code and that the materials, method or work offered is, for the purpose intended, at least the equivalent of that prescribed in this Code in suitability, strength, effectiveness, durability, safety and sanitation.A fee for each electrical permit shall be paid to the administrative authority as provided in Section 13-2.4.
