When used in this Article the following words or phrases shall have the meaning given in this Section unless it shall be apparent from the context that a different meaning is intended:means the County Engineer of the Department of Public Works of the County of Kaua'i.means any person who has a whole or fractional interest in a house or building, whether in fee, any lesser freehold or tenancy including but not limited to a month to month tenancy, tenancy at will or tenancy at sufferance.
