It shall be unlawful to erect or maintain:Any sign which obstructs the vision of drivers, obstructs or detracts from the visibility of any official traffic control device, or is in violation of any provision of this Article;Any sign which is obscene;Any aerial, flashing, moving, or roof sign;Any portable, wind, or off-premises sign; andAny other sign which is not permitted or not exempted under this Article, except if a variance for such has been obtained pursuant to Section 15-4.12.
