Definitions. For the purposes of this Section:means the Kaua'i Police Department.means a person who is willing to provide services on behalf of the County without any compensation.Volunteer Accessible Parking Enforcement Pilot Project.There is established within the Department, and under the supervision of the Chief of Police or the Chief's designee, a pilot project to utilize volunteers to assist the Department in enforcing the County, State, and Federal accessible parking laws.The Chief of Police is authorized to appoint part-time, non-commission status, unpaid volunteers as special accessible parking officers to issue citations on public and private property to persons violating County, State, or Federal accessible parking laws. Any special accessible parking officer, who must be at least eighteen (18) years old, is authorized to issue citations if such officer witnesses a violation of County, State, or Federal accessible parking laws or has probable cause to believe that a person has violated such laws.The Chief of Police or the Chief's designee shall:Establish minimum qualifications for persons wishing to volunteer their services to become special accessible parking officers and application procedures for volunteers;Provide a required training program for volunteers that shall include, but not be limited to:Knowledge of County, State, and Federal accessible parking laws;Identifying violators and issuing citations;Use of communication and other necessary equipment, such as cellular phones;Procedures to follow in the event of confrontations with suspected violators; andProviding testimony in court to enforce citations;Appoint volunteers who have successfully completed the training program and who are qualified, as determined by the Chief of Police, to become special accessible parking officers; andProvide for supervision and monitoring of the special accessible parking officers while such officers are on duty.Each special accessible parking officer shall agree to:Work a minimum number of hours per week, as determined by the Chief of Police or the Chief's designee;Serve at locations designated by the Chief of Police or the Chief's designee; andServe without any compensation.The Chief of Police may refuse to appoint any volunteer whose qualifications are found to be unacceptable to the Chief and may revoke the appointment of any volunteer whose performance is found to be unacceptable to the Chief.The Chief of Police shall adopt rules to implement this pilot project.Report on Pilot Project. The Department shall submit a report to the Council at the end of each year after the implementation of the pilot project regarding the cost-effectiveness of the project. The report shall include:A list of the equipment and supplies used by the Department for the project;The number of Department personnel used and the hours expended for the training and supervision of volunteers;A list of any other Department resources used to implement the project;The number of volunteers participating in the project; andThe number of citations issued during the year by location. The final report shall be submitted to Council sixty (60) days before termination of the project for Council to consider in evaluating whether or not to extend the project for additional year(s).The pilot project shall commence upon approval and terminate one (1) year thereafter.
