No person, who resides within the County of Kaua'i, shall ride or propel a bicycle on any street, highway, alley, roadway, sidewalk, or upon any public path set aside for the exclusive use of bicycles unless the bicycle has been licensed and a license plate is attached thereto as provided in Section 16-16.2 of this Article.
