Mudguards required on vehicles on highways

You cannot drive a motor vehicle, trailer, or semi-trailer on a highway unless it has fenders, mud flaps, or other covers that stop water, mud, rocks, or debris from being thrown by the tires. The vehicle's body can also serve this purpose if it covers the full tire width.

No person shall operate on any highway any motor vehicle, trailer, or semi-trailer unless equipped with fenders, covers, flares, mud flaps or splash aprons or unless the body of the vehicle covers the width of the tire tread for adequate protection to effectively protect against spray or splash of water, mud, rocks or other debris that could be propelled by the tires.
