In the interest of protecting the health, life and property, and preserving the order and security of the County and its inhabitants, this Article authorizes the Chief of Police to direct vehicles and pedestrians onto and through private real property during an emergency. It is intended to allow the redirection of vehicular and pedestrian traffic onto private property in the event of traffic obstructions which result from natural disasters, hazardous material spills and traffic accidents.
