Police can redirect traffic onto private property during emergencies

During an emergency, the police chief can send cars and people onto private land to move them away from danger. The chief must tell the property owner first, by phone or in person, and then follow up in writing.

In the times of an emergency the Chief of Police may divert vehicles, pedestrians, or both, onto private real property for the purpose of accommodating the movement of people and vehicles away from an emergency area. The Chief of Police shall immediately notify the owner or owners or its agents, orally, prior to the diversion of vehicles and/or pedestrian onto his or her property, followed with a written notice of said diversion.
