Minimum speed limits and slow driving rules

You cannot drive so slowly that you block normal traffic, unless going slow is needed for safety or required by law. The County Council can set a minimum speed limit on a road after an engineering study, and then you must drive at least that fast unless safety or law says otherwise.

No person shall drive a motor vehicle at a speed so slow as to impede the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with law.Whenever the County Council shall determine upon the recommendation of the County Engineer based on an engineering and traffic investigation that slow speeds on any part of a highway consistently impede the normal and reasonable movement of traffic, the County Council may by resolution determine and declare a minimum speed limit below which no person shall drive a vehicle except when necessary for safe operation or in compliance with the law.
