Registered owner is presumed responsible for parked or abandoned vehicle

In any proceeding for violation of the parking or the abandonment provisions of this Chapter, the serial number displayed on the registration plate attached to the vehicle involved in the violation shall constitute in evidence a prima facie presumption that the registered owner of the vehicle was the person who parked or abandoned the vehicle at the point where, and during the time when the violation occurred.
