Notwithstanding any other ordinance to the contrary, private (non-dedicated and non-surrendered) streets or roads may be maintained or improved only if such streets or roads meet the criteria herein, are not prohibited by the exclusions herein, and are specifically approved for improvements through the annual budget process.
