Permit needed before digging in public areas

You must get a written permit from the County's Public Works Department before digging, breaking, or disturbing any public road, sidewalk, or other county-controlled public place. The only exception is emergency utility repairs, which can start without a permit.

No person shall in any manner or for any purpose, break up, dig up, disturb, undermine or dig under, or cause to be broken up, dug up, disturbed, undermined or dug under, any public highway, street, thoroughfare, alley or sidewalk, or any other public place under the supervision or control of the County of Kaua'i without having first obtained a written permit therefor from the Department of Public Works of the County of Kaua'i, provided that work to accomplish emergency repairs to utilities may be started without a permit.
