When used in this Article the following words or phrases shall have the meaning given in this Section unless it shall be apparent from the context that a different meaning was intended:means any horse, mule, ass, swine, sheep, goat or cattle found on public roads or public grounds and not accompanied by or under the control of the owner.means every person owning, harboring, keeping or having custody of any horse, mule, ass, dog, sheep, goat or cattle.means all grounds as are under the control and supervision of the County of Kaua'i, either by purchase, gift or otherwise for the use and benefit of the public.means any highway, street or alley open to public vehicular traffic.
