What Counts as Litter

When used in this Article the word "litter" means any rubbish, or debris of any kind or anything or substance that is likely to injure any person, animal or vehicle, or that is prejudicial to the public health, safety and welfare, including but not limited to any glass, glass bottle, tin can, nail, tack, wire, piece of metal, stone, paper, food remnant, rag, wood, straw, hay or sweeping.
