When the County Can Skip Public Bidding for Property Use

This section lets the Finance Director give a revocable permit for public property without public bidding, but only if certain conditions are met. The use must not conflict with public needs, have no reasonable alternative, avoid nuisance or health issues, and face no competing requests. The County Attorney must approve the permit's form and legality.

The Finance Director may grant revocable permits approved by the County Attorney as to form and legality, without calling for public bids, when:The intended use does not conflict with use for immediate public purposes; andThere is no reasonable alternative other than the use of public property; andThe proposed use does not create a nuisance or unreasonably affect public health or welfare; andThere is no conflicting request for use of the particular public property.
