When used in this Article the following wording or phrase shall have the meaning given in this Section:means the same as the term is defined in Section 281-1, Hawai'i Revised Statutes.means and includes the entire area of the parking lot and grounds adjacent to the Historic County Building, County Annex and Līhu'e Civic Center, including, but not limited to, the front, back and side entry stairs, landings, ramps, grounds between the buildings, landscaped and lawn areas internal roadways, and roadways for ingress to and egress from such parking lot or office building.
