No person shall consume intoxicating liquor while within the boundaries of parking lots and grounds adjacent to the Historic County Building, County Annex and Līhu'e Civic Center.No person shall possess, while within the boundaries of the parking lots and grounds adjacent to the Historic County Building, County Annex and Līhu'e Civic Center, any bottle, can or other receptacle containing any intoxicating liquor which has been opened, or seal broken, or the contents of which have been partially removed.
