The Director of Finance shall issue County licenses to businesses as required by Chapter 445, Hawai'i Revised Statutes, except as otherwise provided by Kaua'i County Code 1987, as amended, including Chapter 23, Article 3 (Peddlers and Concessionaires) and Section 23-4.2 (Elimination of Business Licenses).
