Who pays for water system construction costs

This section says the Board of Water Supply may choose to pay for engineering, incidentals, and inspection costs, plus up to one-third of the total construction cost of a water system. It is not required to pay these costs. The decision is optional for the Board.

If the improvement includes the construction or improvement of a water system as aforesaid, the Board of Water Supply may, but such requirement is not mandatory, assume and pay out of its funds available for such purpose, the cost of engineering, incidentals and inspection, and not to exceed thirty-three and one-third percent (33-1/3%) of the total cost of the construction or improvement of such water system.
