KCC §24-3.5Construction must match county plans

If a project involves streets, it must include planned street connections and dead end streets inside the district. This rule makes sure new work follows county planning.

Notwithstanding any provisions of this Chapter to the contrary, the actual construction of any improvement under this Chapter shall not be commenced unless the improvement shall conform to, or shall not be inconsistent with, the General Plan and Development Plan of the County.Any improvement district project involving the construction or improvement of any street shall include the construction or improvement:Of any portion of a general planned or development planned street, which is situated within the proposed improvement district and which will connect two (2) or more streets, existing or to be constructed under the proposed improvement district, situated within such improvement district; andOf any general planned or development planned dead end street which is situated wholly within the proposed improvement district.
