No sewer connection charges shall be made for a voluntary, non-profit, non-sectarian, community hospital.No sewer connection charge shall be made for any Federal, State or County agency.No sewer connection charges shall be made when as part of a subdivision, the sewer collection system, including the lateral, was constructed by the developer or subdivider.No sewer connection charges shall be made when connection charges are credited pursuant to Section of this Chapter.No sewer connection charges shall be made for a housing project or a portion of a housing project that is developed to be affordable as determined by the Housing Director, and that conforms to applicable provisions of the Housing Policy for the County of Kaua'i.One-half of the sewer connection charge designated in Sec. 25-11.1 shall be made for a housing project or portion of a housing project that is developed to be affordable to gap-group households as determined by the Housing Director, and that conforms to applicable provisions of the Housing Policy for the County of Kaua'i.
