This section says you must pay extra fees if you change how you use land so it is used more heavily. The extra fee is the new fee minus any fee you already paid. It also covers sewer-connected properties that need a bigger water meter.

Additional charges shall be made for any changes in land use which results in a greater intensity of land use. The additional charges shall be determined by using the applicable rates under Section 25-12.1, less the applicable amount previously assessed under Section 25-12.1.Properties connected to the sewer prior to the effective date of the wastewater treatment capacity assessment, upon an increase in their water usage requiring an increase in water meter size, shall be assessed the current assessment corresponding to their new water meter size, less the current assessment corresponding to the previous water meter size.
