All persons who are connected, directly or indirectly to the public sewer system as defined in Section 25-13.3 shall pay a sewer user charge.An owner of a lot which is accessible to a public sewer system and which has any plumbing fixtures located on it shall be assessed a sewer user charge pursuant to this Chapter.
