What kinds of projects can a special improvement district pay for

A special improvement district can be set up to pay for public projects that last at least five years, like building or fixing roads, parks, or utilities. The Council decides if a project qualifies. The project can be privately owned and can be located inside or outside the district, as long as it serves a public purpose.

A district may be established to finance the acquisition, planning, design, construction, installation, improvement, or rehabilitation of any public undertaking, improvement or system with a useful life estimated by the Council to be five (5) years or longer and any real property related to such public undertaking, improvement or system. Special improvements may be privately owned if the Council determines that they serve a public or governmental purpose. Special improvements may be physically located within or outside a district and may benefit land within or outside the district.
