A petition requesting the institution of proceedings for the establishment of a district shall include all of the following:A request that the Council institute proceedings to establish a district pursuant to this Chapter;A description of the boundaries of the proposed district;A description of the special improvements to be financed by the proposed district; andThe signatures of the owners of land comprising at least the minimum percentage required under Section 26-2.1. If the Council finds that the petition is signed by the owners of the requisite percentage of land, the finding shall be final and conclusive.
