County must study and report on proposed special improvements

When the Council starts a special improvement district, it asks the Mayor to have the County Engineer study it. The Engineer must file a report at least 15 business days before the public hearing. The report estimates costs and discusses key issues, but can be general and preliminary.

At the time of the adoption of the resolution of intention to establish a district, the Council shall request the Mayor to direct the County Engineer to study the proposed district. If deemed necessary by the County Engineer, the study may be conducted by a third party consultant under the direction of the County Engineer. The Council also shall request the Mayor to direct the County Engineer to file with the Council a report on the study at least fifteen (15) business days before the public hearing on the proposed district. The report shall include, but not be limited to, an estimate of the cost of providing the proposed special improvements and a discussion of each of the matters to be considered by the Council pursuant to Section . In preparing the report, which may be general and preliminary and need not be based on detailed plans and specifications, such official may consult with or rely on reports and materials prepared by other consultants retained by the County or any landowner to assist in the proceeding.
