Petitioning for a Change or New Special Tax

This section explains how property owners can ask the County Council to change a special improvement district or add a new special tax. You must submit a petition signed by enough owners and pay a nonrefundable fee. The Council decides whether to start the process.

The Council may commence proceedings to approve an ordinance of consideration if receiving the following:A petition signed by the owners of at least twenty-five percent (25%) of the land within the district requesting a change permitted under Section 26-4.1 or the levy of a new special tax; andA fee which the Council determines is necessary to compensate the County for the costs of proceedings to review the requested change or new levy.The fee shall be nonrefundable, even if the Council does not make all or any of the changes requested in the petition.
