How bonds can be sold

The Director of Finance may sell bonds at public or private sale at the times, for the price or prices, and in the manner the Council determines to be appropriate and in the public interest (such determination being final and conclusive). The Director of Finance is authorized to establish the final terms of the sale of the bonds, provided such terms are within the parameters established by Council.
