This section bans lobbyists from taking payments tied to the outcome of government actions, and from serving on the Board of Ethics. It also bans elected and agency officials from accepting gifts meant to influence their official duties or reward their actions.

No lobbyist shall accept or agree to accept any payment in any way contingent upon the defeat, enactment, or outcome of any proposed legislative or administrative action.No lobbyist shall serve on the Board of Ethics.No elected official or official of an administrative agency shall solicit, accept, or receive, directly or indirectly, any gift, whether in the form of money, service, loan, travel, entertainment, hospitality, thing, or promise or in any other form, under circumstances in which it can be reasonably be inferred that the gift is intended to influence the elected official or official of an administrative agency in the performance of the elected official's or official of an administrative agency's official duties or is intended as a reward for any official action on the elected official's or official of an administrative agency's part.
