Getting your appeal costs back
Read the official text at ecode360.com ↗If you appeal your property valuation to the Board of Review and win or settle at least half of the disputed amount, the county returns the costs you paid. If not, the county keeps all of those costs.

In the event of an appeal by the owner to the Board of Review, if the appeal is compromised, or is sustained as to 50% or more of the valuation in dispute, the costs deposited shall be returned to the appellant. Otherwise the entire amount of costs deposited shall be retained by the County.
