Planning Commission's recommendation after public hearing

After the public hearing, the Planning Commission must decide whether to approve, approve with changes, or deny the proposed amendment. It must send a report of its decision and reasons to the Council within 90 days, unless the Commission and the person who started the amendment agree on a longer time.
