Modification of the requirements of this Chapter shall be made only if it is found that because of special circumstances applicable to the property sought to be subdivided, including size, shape, topography and location, the strict application of the regulations would deprive the applicant of privileges enjoyed by other property within the vicinity and would work a special hardship on the applicant. Where those conditions are found, the modification permitted shall be the minimum departure from existing regulations necessary to avoid the deprivation and special hardship and will not create significant probabilities of harm to property and improvements in the neighborhood or of substantial harmful environmental consequences. In no case may a modification be made that will provide the applicant with any special privileges not enjoyed by other properties in the vicinity. The Planning Commission shall indicate the particular evidences that support the making of the modification.
