Any county office or worker that gives out permits or licenses must check that the project follows this chapter. If a permit or license would break these rules, it cannot be issued. Any permit or license given against these rules is automatically invalid.

All departments, officials and public employees vested with the duty or authority to issue permits or licenses shall conform to the provisions of this Chapter, and shall issue no permits or licenses for construction, development, uses, activities or other purposes where they would be in conflict with the provisions of this Chapter; any permits or licenses, if issued in conflict with the provisions of this Chapter shall be void.
