A. The director of transportation must cause the regular collections of money deposited in the parking payment devices. Such employee or contractor must service the parking payment devices, count the money from the devices, determine the value of the money collected, and deposit the money as directed by the department of finance. B. The director of finance must annually audit parking payment device revenue reporting and collection procedures. C. The paid parking fees are levied and assessed to provide for the purchase, rental, acquisition, supervision, collection, use, protection, inspection, installation, operation, maintenance, control, and regulation of parking payment devices, on and off-street parking spaces, the parking of vehicles, and other facilities and properties incidental to the regulation and control of traffic and in promoting the safety and wellbeing of the public in handling of traffic upon the streets.
