The construction of a driveway shall be completed before the structure in the property
is used for the purpose intended. If the owner utilizes the structure in the property
without constructing a driveway, the director shall notify the owner regarding such
violation. If the owner fails to construct a driveway in accordance with county ordinance
and standards within thirty days from the date of the notice, he shall be penalized
as provided in section 12.08.200 .
