For purposes of this chapter, unless it is plainly evident from the context that a
different meaning is intended, certain words and phrases are defined as follows:
"County property" means any county-owned street, right-of-way, curbstone, lamppost,
pole, parking meter, bridge, street sign, or traffic light.
"Director" means the director of the department of public works.
"Neighborhood watch program" means a neighborhood watch program established in accordance
with the Maui neighborhood security watch program sponsored by the department of police.
