This section explains why the speed hump rules exist: to make certain county roads safer. It lets the county's public works department put speed humps on county roads where they think it is needed.

The council finds that the installation of speed humps on certain County highways will increase highway safety in those areas. The director of the department of transportation, State of Hawaii, has authorized the County to utilize speed humps as traffic control devices. This chapter will authorize the department of public works and environmental management to utilize speed humps as traffic control devices and to place speed humps on County highways when and where it is deemed appropriate.
