The council finds that structures built in the past sometimes have resulted in minor
encroachments when surveys utilizing modern equipment are conducted. The purpose of
this chapter is to waive the necessity of granting easements or licenses to accommodate
minor encroachments when structures have been located within a public right-of-way.
