Except as otherwise provided in this article, the director shall administer, implement, and enforce the provisions herein. All powers granted to, or duties imposed upon, the director may be delegated by the director to personnel within the department. The director may promulgate administrative rules pursuant to the Hawaii Administrative Procedures Act to implement the provisions of this article. (Ord.
