Extensions or connections from a subdivision to the public water system shall be approved
by the department upon determination of the point of adequacy; provided that the department
has an adequate and sufficient water supply developed for fire protection, domestic
and irrigation purposes to take on new or additional service without detriment to
existing consumers and, further, that the subdivision water system conforms to and
complies with the requirements of this chapter. At the subdivider's sole cost and
expense, all subdivision water systems shall be designed, constructed, installed,
and located in accordance with the requirements of this chapter.
