Procedure for Special Improvements

Whenever in the opinion of the council it is desirable to install any special improvement
authorized in this article and assess the cost thereof, including the cost of acquisitions,
against the land specially benefited thereby, the council shall do so under the provisions
of this article and may authorize the issuance and sale of bonds to provide the funds
for such improvements and acquisitions in accordance with the provisions of this article.
