When the council can stop an improvement project

The county council can stop a special assessment project before the tax is collected. It can also stop it after collection if the bonds for the project can't be sold at a fair price in a reasonable time. The council decides if stopping is best for the public.

At any time prior to levy of the assessment, or thereafter in the event bonds to finance the cost of the improvement cannot be sold for a reasonable price within a reasonable time, proceedings pursuant to this article may be terminated by the council if it determines that it is in the public interest to do so.
