No proceeding shall be invalidated or affected by any error or mistake or departure
from the provisions of this article or any other ordinance or resolution as to the
officer or person publishing, posting, mailing, or procuring the publication or posting
or mailing of any notice, resolution, ordinance or other matter required by this article
to be published, posted or mailed when the same is actually published, posted, or
mailed as required by this article.
