All objections to any act or proceeding occurring prior to the time within which such
objections are permitted to be made in writing and filed, or to any matter contained
in the preliminary report, which are not made in writing and filed in the manner and
at the time specified in section 14.46.010 shall be conclusively presumed to have been waived if the notices required by chapter 14.44 have been mailed, published and posted as provided therein.
