Council Hearing and Final Decision on Objections

At the hearing, the council shall hear and pass on all objections filed or presented
orally. If no written objections to the changes or modifications have been delivered
to the county clerk at or before the time fixed for hearing, or if the objections
have been heard and found by the council to be insufficient or have been overruled
or denied, immediately thereupon the council by an affirmative vote of two-thirds
of its members may, by resolution, make the changes or modifications. The decisions
and determinations of the council in making such changes or modifications after notice
and hearing shall be final and conclusive upon all persons entitled to appeal thereupon
to the council.
