All land, rights-of-way, easements and interests in real property required for the
improvement shall be acquired by deed, or other voluntary conveyance, or, if necessary,
by condemnation proceedings pursuant to the provisions of chapter 101 of the Hawaiʻi
Revised Statutes, filed in the name and on behalf of the county.
