After the work and installation of such appliances or facilities have been completed
and accepted, title thereto shall vest in the utility company and constitute a part
of its system, and shall at all times thereafter be used, operated, maintained and
managed by it as a part of such system so long as it uses same to render to the lands
within the improvement district the services intended to be furnished thereby.
