What happens if there isn't enough money for an improvement

If there are insufficient moneys in the improvement account specified in section 14.50.230 , exclusive of any amount transferred pursuant to section 14.38.050 and credited to the account, to pay the cost of the improvement, including acquisitions
and incidental expenses, the council may provide for payment of the deficit out of
general revenues or may, by resolution, order a supplemental assessment or pay such
deficit.
