Hearing required for major changes to a refunding plan

For the purpose of section 14.46.120 , in addition to the applicable changes or modifications set forth in that section which require a further hearing, no change or modification which will substantially alter the proposed refunding plan shall be made without further hearing, and notice thereof, as provided in sections 14.46.120 , 14.46.130 , 14.46.140 and 14.58.090 .
